1st Special Forces Group Master Plan

NOTICE OF AVALIABILITY OF AN ENVIRONMENTAL ASSESSMENT
AND FINDINGS OF NO SIGNIFICANT IMPACT FOR THE 1ST
SPECIAL FORCES GROUP COMPLEX MASTER PLAN
IMPLEMENTATION, JOINT BASE LEWIS-MCCHORD, WASHINGTON.

Pursuant to Section 102(c) of the National Environmental
Policy Act (NEPA) of 1969, as amended, and the Council on
Environmental Quality regulations (40 CFR Parts 1500-1508)
implementing the procedural provisions of NEPA, the Department
of the Army (Army) gives notice that an Environmental Assessment
(EA) and Draft Finding of No Significant Impact (FNSI) has
been prepared for the 1st Special Forces Group (SFG) Complex
Master Plan Implementation, at Joint Base Lewis-McChord (JBLM),
located south-west of the Madigan Army Medical Center.

The Army’s preferred alternative would implement the 1st SFG’s
Battalion Operations West Plan. This plan would locate the
future Battalion Operations Facility on 1st SFG’s West Compound,
and locate the proposed Logistics Facility and Deployment Warehouse
on the East Compound. These facilities are included in the 21
projects identified in the 1st SFG Master Plan that are anticipated
to receive funding between fiscal years 2012 and 2019, with 10
additional projects that could be implemented through fiscal year 2030.

The EA evaluated the effects associated with the preferred
alternative on land use, topography and soils, water resources,
biological resources, cultural resources, waste management and
hazardous materials, and traffic and transportation. Based on the
analysis of the EA, the Army finds that the preferred alternative
will not significantly affect the quality of the human environment.
It was determined that an Environmental Impact Statement (EIS)
is not required for the implementation of proposed action,
and a FNSI is warranted.

The EA and Draft FNSI are now available for public and stakeholder
review and comment at JBLM website.
