Scoping


The Army has prepared, pursuant to the National Environmental Policy Act (NEPA), a draft Environmental Assessment (EA) for the proposed noise assessment of Reduced Range Practice Rocket (RRPR) test launches at Joint Base Lewis-McChord (JBLM), Washington. The 17th Field Artillery Brigade at JBLM proposes to conduct up to 27 RRPR test launches over a three-day period to collect noise data at various locations on and off the installation. The primary purpose of the proposed action is to obtain noise data regarding launching of RRPRs at JBLM. The secondary purpose of this action is to inform the public of the rocket test launch noise assessment. The proposed noise assessment is needed for the Army to understand potential impacts of high mobility artillery rocket system firing of RRPRs to the surrounding community, and to promote good decision making based on best available science. The public comment period for the draft EA and draft Finding of No Significant Impact is July 27, 2015 to August 25, 2015.
