Installation Destruction Facility


The Installation Destruction Facility’s (IDF) primary mission is to provide destruction services to Units, Directorates, and Tenant Organizations on JBLM Main for bulk destruction of classified information up to the classification of Top Secret/SCI. As a courtesy the IDF provides service in the destruction of Control of Unclassified (CUI) Information that consists of For Official Use Only (FOUO), Personally Identifiable Information (PII) and Law Enforcement Sensitive.

Units & Organizations not on JBLM-MAIN to include McChord: The IDF will accommodate up to 2 appointments per year without charging for service. For Contracting Companies requesting to destroy contractor specific information, it must be stated in the Performance Work Statement that they are able to use the Installation Destruction facility. If the contractor is working for a Unit or Organization and they are scheduling the appointment to destroy Government produced information per that contract, it is authorized. Destruction Facility

Process: The facility has three disintegrator machines that meet National Security Agency (NSA) Standards of .08mm x .05 mm for destruction of classified information. In addition to paper products, the facility can destroy magnetic & optical media such as CD/DVD’s, Floppy Disks, USB Drives, VHS Tapes and Mylar Tape. The disintegrators have two different screens that shred to the standard requirements for Control of Unclassified (CUI) and Classified Information. The small screens are for classified information and take longer to shred due to NSA standards of smaller shred waste. The large screens are for CUI and destroy information at a much faster rate. It is important that the IDF is notified during the appointment request, the type of information destroyed so the proper screens are in the disintegrators to support the appointment. What to expect during the Appointment: Upon arriving at the facility, personnel will sign into destruction facility use log and annotate amount and type of information. The facility operator will provide the users with appropriate safety equipment, safety instructions and an overview of the destruction process. The operator will control the operation of the equipment and, if required, perform any maintenance, such as clearing jams. The users are responsible for feeding their waste material onto the conveyors and witnessing its delivery into the disintegrators/shredders. Once all material is destroyed, the users will police up the area ensuring any packaging residue used in transport is cleaned up. The facility operator is not required to assist in shredding process, it is the Unit/Organizations responsibility to provide enough personnel to cover destruction procedures.

How do I make an Appointment with the Installation Destruction Facility? All appointments are requested through the Unit/Organizations Security Manager. The Security Manager will fill work with the individual requesting to verify that the information meets the requirements for use of the IDF on JBLM, and how much is being requested. The Security manager will then fill out Destruction Facility Scheduling Request Form and request the individuals who want to attend the appointment, fill out the Destruction Facility User Agreement. Once all documents are collected the Security Manger will forward the appoint request documents to usarmy.jblm.imcom.list.dptms-security-destroy@mail.mil. Please ensure you read “What you need to know before requesting an appointment at the IDF” at the bottom part of this webpage, prior to attending your appointment so you know what is expected.

Forms for Appointment Request:
1) Destruction Facility User Agreement (PDF) (Click here to download): Personnel who will be attending the appointment at the destruction facility are required to read, sign and adhere to the Destruction Facility User Agreement. The use agreement provides instruction on what can and cannot be brought to the facility, and the IDF Policies.

2) Destruction Facility Scheduling Request Form (PDF) (Click here to download): The Unit/Organization Security Manager is responsible for executing the Scheduling Request form to schedule the appointment. The form provides the Facility Operator with information on how much classified or CUI product is being requested for destruction and the type of product. This will allow the Facility Operator to schedule ample time to complete the destruction appointment.

24 Hour Cancellation Policy: For appointments that need to be cancelled, the IDF requires a 24 hour notice. Cancellations may be done by calling the destruction facility at 966-9412 or emailing the JBLM Destruction account at usarmy.jblm.imcom.list.dptms-security-destroy@mail.mil.

What happens if the unit shows up unprepared or does not provide a 24 hour cancelation?

24 hour Cancelation violation: For Unit/Organizations that fail to provide 24 hour cancellation for more than 2 appointments, it will be coded as a No Show appointment. After two no show appointments the unit may be barred from use of the IDF for up to 90 days.

User Agreement Violation: For Unit/Organizations that show up to the appointments un-prepared, meaning the User Agreements were not followed, the Unit/Organizations will receive an initial warning. After the second violation the Unit/Organization may be barred from use of the IDF for 90 days.

Reoccurring Appointment for Major Commands:

For large commands on JBLM, the destruction facility provides a reoccurring appointment through-out the fiscal year. For example, the appointment could be set up for twice a month or once a week from 0900-1630 for the second Tuesday of each month. This would allow the major commands to not have to worry about scheduling appointments. The reoccurring appointments would be set by the Brigade Security manager for the Brigade and all the Battalions under that Brigade and managed by the Brigade Security manager.


What you need to know before requesting an appointment at the IDF

Classified Material: For appointments that are destroying Classified Information, personnel shall ensure that the Classified shall be marked, handled and protected per Army Regulation 380-5, Information Security & Executive Order 13256 according to the level of Classification (Top Secret/SCI, Secret, Confidential). The using unit is responsible for ensuring that all classified material is safeguarded during all phases of transport and destruction and that Classified is not mixed with unclassified information. Note: If the appointment shows up with Classified mixed with Unclassified, the Facility Operator has the right to terminate the appointment and have the unit reschedule for another time. If destruction documentation is required, the unit will prepare the appropriate documents and ensure the appropriate witnesses accompany the material; the facility operator will not sign destruction receipts. In the event that social security numbers are on a file folder remove social security number prior to appointment.

Couriering Classified Information: Personnel transporting the classified material to the facility are to be designated as couriers and have possession of the DD Form 2501 designating the level of classification that they are authorized to transport. If the courier does not have the DD Form 2501, courier orders may be used. For Individuals who arrive at the IDF courier classified and do not have a courier card or orders, it will be reported to the Unit Security Manager as a Security Infraction.

Control of Unclassified (CUI): For appointments that are destroying Sensitive but Unclassified, personnel shall ensure that it falls under one of the below categories and is properly marked as such.

For Official Use Only (FOUO): Information pertains to one of the nine categories that are exempt from Freedom of Information Act (FOIA) requests. Army Regulation 380-67 Information Security, Chapter 5 covers in detail what Government Information is authorized to be marked and protected as FOUO.

Personally Identifiable Information (PII): from release to the public and must be shredded. PII is described as information that identifies, links, relates, or is unique to, or describes him or her (e.g., a social security number; age; military rank; civilian grade; marital status; race; salary; home or office phone numbers; other demographic, biometric, personnel, medical, and financial information, information which can be used to distinguish or trace an individual’s identity, such as; mother’s maiden name; including any other personal information which is linked or linkable to a specified individual.

Technical Manuals (TM)s, Field Manuals, Regulations: All TM’s, Field Manuals, & Regulations have a Distribution Statement what will identify if it requires destruction. Army Regulation 380-5 Information Security, 4-12 Warning Notices and DoD 5230.24 provide guidance on distribution Statements. The only technical manual that can be automatically released to the public is one with Distribution Statement A. All others must be verified with controlling DoD Office or Shredded.
Distribution statements on technical documents will be marked with notices that say, in essence, the following:

Distribution Statement A — Approved for public release; distribution is unlimited.
Distribution Statement B — Distribution authorized to U.S. Government agencies only. Other requests for this document shall be referred to [controlling DOD office].
Distribution Statement C — Distribution authorized to US Government agencies and their contractors. Other requests for this document shall be referred to [controlling DOD office].
Distribution Statement D — Distribution authorized to the DOD and US DOD contractors only. Other requests for this document shall be referred to [controlling DOD office].
Distribution Statement E — Distribution authorized to DOD Components only; Other requests for this document shall be referred to [controlling DOD office].
Distribution Statement F — Further distribution only as directed by [controlling DOD office] or higher DoD authority.
Distribution Statement X — Distribution authorized to US Government agencies and private individuals or enterprises eligible to obtain export–controlled technical data in accordance with regulations implementing 10 USC 140c. Other requests must be referred to [controlling DOD office].

Prior to appointment:
Unit/Organization shall ensure they are prepared to the standards of the User Agreement prior to the appointment. If the Unit/Organizations show to the appointment unprepared, the IDF Operator has the option to all them to shred till the appointment time ends of ask them to leave and re-schedule when they are prepared. 

Common issues on JBLM:

1- Classified Information and Unclassified Information mixed, not separated prior to appointment
2- Documents NOT removed from file folders, 3-ring binders, plastic protectors and any binding material.
3- Documents mixed with, Medical Waste, other hazardous waste materials, scratch paper, random emails, documents that do not contain Classified or FOUO/PII information to the IDF.


Burn Ban on JBLM and why it is Illegal: Burning of classified material, garbage, construction debris and any material other than dry firewood or charcoal, is prohibited on JBLM. Burning in a burn barrel is specifically prohibited at all times regardless of what fuel source is used. Campfires using dry firewood and only enough paper to start the fire, are authorized only in designated areas on JBLM. The JBLM Daily Bulletin will contain information on burn bans relating to impaired air quality. You may contact the Puget Sound Clean Air Agency or check the following web site for current air quality information in your area at pscleanair.org (The use of gas or charcoal barbecues are allowed at all times including periods of impaired air quality.)


PERSONAL SHRED DAY: Personal Shred day is a courtesy service provided to JBLM for Service Members, DA Civilians, Retirees and their Families to shred Personally Identifiable Information (PII) that could result in Identity Theft if not properly disposed of. Some examples of PII are Social Security Numbers, Bank Statements, and Medical records, job Applications, Loan Applications, old Tax Documents etc.

What can I not bring to Personal Shred Day?  Please do not bring envelopes that have an address on it, junk mail or advertisements as this information does not meet PII requirements.  We also request that you do not bring any children due to safety requirements.

When is Personal Shred and what is/are the rules? This service is conducted once a month on JBLM from 0800 – 1100. It is first come first serve. We request that individuals do not bring more than (2) printer paper size boxes per visit so that other individuals may enjoy our service. FREE MULCH For GARDENS Program: The destruction facility produces over 75 Tons of shred per year. Some of it is able to be recycled but about 20% is not. However, that 20% is perfect for your garden and it’s FREE!
